Can I offer a quick clarification?  You didn't mention it, but SourceGear also provides Dragnet with the same licensing arrangement as Vault - a free Single named license.

So, all in all, a single user can get started with Vault (Source Code Control) and Dragnet (Bug Tracking) and using MSDE 2000, also available as a download from SourceGear's site.  

The biggest investment/cost here will be the time required to setup / learn the tools.  [Aside]Oh, I should also mention they'll probably need to provide their own hardware :&gt;)[/Aside]

Hope this clears up any confusion.
